fix: применять доверие корню Минцифры после setPrefix

SharedPreferences.setPrefix кидает StateError, если инстанс уже создан, а
applyMincifryTrust читал настройки до него — именованные инстансы падали на
старте. Заодно флаг теперь читается из области настроек своего инстанса.
